Propane valve won't budge

I have a 1990 fleetwood tioga montara and the open and close valve is stuck on the propane tank. It's 3/4 of the way full right now and I've tried to use pliers and spray a little grease on the threading in hopes that it'll come loose. Any help is appreciated. Had my burly housemate also take a try at it with pliers.

Is it already fully open? The flow may be blocked by a bad regulator or another valve?
I'll check out the regulator just in case. There are currently 4 threads showing behind the knob, does that mean it's open then?

Not necessarily although it does look that way. Try loosening the nut right below the knob. The 1/2"? nut about a turn. do some light taping while trying to turn the knob. It's probably corroded in there.
