Those don't look to be huge nut covers like that thing sticking down - would love to see the extracted one next to the one on the wheels.

This appears to be the right front? If so, there should be an equivilant structure on the LF. whats on that side?

I was prepared to and in fact wanted to replace it, but the tech said I didn’t need to.

Yes, a tube. Like what you find in a bicycle tire. Or better yet, buy a new tire, that one doesn't make me feel warm-n-fuzzy at all.
 
I agree with the tech. I don’t think it looks severe enough to replace. It looks kind of ugly but its just a small chunk of tread. And not that any of us would do it, but the tires can be re-grooved.
 
These tires have a huge amount of rubber, I agree, it doesn't look bad. But as I mentioned to @ARD offline you can have Michelin inspect it. I had issues with a few of my tires being way out of balance and Michelin arranged an inspection, of course it was worthless and FL warranty replaced the two tires.
