Yes, a tube. Like what you find in a bicycle tire. Or better yet, buy a new tire, that one doesn't make me feel warm-n-fuzzy at all.
That's how i felt too! Had the gouge been anywhere else on the tire, he would have said to replace it. The outer edge is very thick rubber. At the end of the day, I trusted my uncle whose company does truck repairs and he felt it was okay. 🙏🏼
