I look at it like a bad ground. Its the whole circuit, not just he positive side.
 
I had the slow fill tube on water fill up and it was the vent line was blocked. On 2 campers.
I would suggest that by straightening out the fill tube you allowed it to vent by itself. But the vent tube was not venting or it would not matter. Did you have a vent tube on that print washer?
I get that. A vent tube that closely follows the fill, has the same problem as a rule. Thus the problem is.
