Almost all National Forests and BLM public lands are open to boondocking. The closed areas are few and usually small. The closed areas are environmentally sensitive areas (soils, rare plants, archeological sites, etc) or just too popular to allow boondocking. The rest of the land is open to finding a flat shady spot and set up camp. There may be campfire restrictions or how far you can pull off the road. There is a 14 day limit for any one campsite, but may or may not be rigorously enforced. I have found camping in a lesser used spot (not a popular boondocking site), no fires, and keep a clean camp without trashing the place the local patrol may look the other way on the 14 day limit. Others can be real sticklers for the letter of the regulations.
