Is there a way to stream from cellphone to a standard LED LCD HDTV (no smart TV)?
I tried Chrome cast but it requires a Wi-Fi SOURCE.

With the chrome cast, I believe you just use your phone as a wi fi hotspot but I'm not 100% on that.
 
If you're using an iPhone you may be able to use AirPlay to an Apple TV attached to your TV via HDMI.

 
Without WiFi, you’re almost certainly out of luck. Even AirPlay requires both devices be on the same WiFi network.

TBH, just go get a dirt cheap WiFi router if you need to. I am sure you can find a used one very cheap. It doesn’t need to by anything special and you don’t need internet to make this work. You just need to create a wireless network with the device, which will in turn create a Local Area Network and allow the two devices - your phone and TV - to communicate with each other. If your TV is not a “SmartTV” (note: most of not all SmartTVs are ridiculously dumb but hey, marketing!) you’ll need something like a Chromecast to bring those capabilities to your TV.

I don’t think you can airplay to an AppleTV directly without a LAN. I could be wrong though
 
Anytime I’ve done this I have been on WiFi and used a lightning to HDMI connector. If no WiFi if you have cell service you can use your phone as a hot spot. I use DTV and stream from a phone or tablet. There is no data charge for this with my provider.

I think you're right but with an iPhone and a plan that supports tethering, the phone can be the WiFi. Better have it plugged in, battery drain will be a problem.

Don’t have either so I can’t say one way or the other. Again, I think your fastest and easiest way to just buy a cheap WiFi router and plug it in. Then connect your TV to that WiFi network, and your Phone to that WiFi network. This will allow your phone to communicate with your TV.
