If you own an RV registered out of State the CTC never applied anyway and if you own a CA. registered diesel RV over 14k nothing has changed, you're still required to pass an OBD or snap idle test before the vehicle can be registered.
Correct. This has to do with how our goods are moved from ports on the west coast, as prior to this ruling Out of state trucks were forced to be compliant.

This has impacted everything in our daily lives due to the associated costs.

It was also the basis for all 2025+ RV Chassis having separate CA designations. That was rolled back voluntarily by CA, but now it has been made clear that CA does not have the power to make future rulings affecting Non-CA residents RV lifestyle. Only those that live and register in CA will need to be compliant.

Further, EPA dismantling of CARB will affect all consumer vehicles, as to date they have been manufactured as 50 state compliant. This ruling will empower the separation further, allowing for the market to demand products that are legal and suitable for where they reside.

Regardless of how you view this action ( Positive or Negative ), its newsworthy and something we should all be aware of. It directly affects how you may choose to make future decisions.

California could enact CARB CTC compliancy for out of State registered RV's tomorrow if it so desired. CA. exempted out of State registered RV's from CTC. because it would have negatively impacted tourism. However if they did it would likely trigger immediate court challenges., not to mention it would be a PR disaster.

The news I posted in #253 & 254 makes it very clear they cannot implement such policies.

California can never ever prohibit a non-resident with a out of state / out of country registered RV from traveling thru their state, staying in campgrounds in their state, and visiting family. They cannot inspect my smog when such vehicle enters their state. As long as the vehicle is legal in its home state or country, California cannot do anything about it.

We all feared that they could, and this is how they started out. That ruling was discussed back at the beginning of this thread.

California did issue clarity on the matter in 2025 that Out of state residents were not affected at this time, and now we know that is backed by the Federal agencies.

There is also now relief for commercial transportation, which was not previously covered.

That's clearly not the case, but it's not worth arguing about, engaging in a stealth California bashing scrum or dog whistle politics. Have a great day.
