We had the misfortune in building our current home just after the overzealous water police (i.e. those in the Federal govt) issued regulations on toilet flush water use for homes and before good sense prevailed and/or the manufacturers figured out how to make the low water use toilets actually work.Just a lot of water and near daily dumping.
The water police will be knocking on your door.....
So, they didn't work. So, I had to adjust the tank float to fill the tank to the brim and even then frequently have to flush twice. ~25+ years later, we still use those toilets and they still use even more water than the pre-regulation toilets did.
Worked out well for the water police, didnit?
Lesson: feel-good regulations have to result in products that actually work or they are self-defeating. Apparently, few in fed or state governments have actually learned that lesson, though.
