Question Spartan 94 air bags not lifting

Hi guys, we have a 1994 Vectra on a spartan chassis WC2000 (pusher) It has a 5.9L cummins diesel. There are 2 manual air fill valves (like tire valves) located on the left side of the coach behing one of the panels but when I fill them up, only the left side lifts up the coach. the other remains low . You'd think one of the air bags would be leaking but no, they are both maintaining 60 psi! What can make an inflatable air bag have pressure but not lift the coach?

Possibly a pinched air line after the pressure gauge and before the bag?
