Do most truck stops have RV dump stations and potable water access?
 
I personally don't know as I haven't needed them, I did ask at one for whatever reason and Love's had one but charged $10 for use.
 
Not all. You should check the major truck stop websites like Pilot Flying J and or Love's or TA. Typically they list if a dump site is available. If you belong to the :censored: Good Sam program, they discount the dump fees at Pilot Flying J.
 
There are apps for finding dump stations. Search on your phone app for RV dump stations.
