I'm clueless what this hole is used for. trash bags? It's under the kitchen sink.

Even for an older camper, that doesn't look finished, so I suspect a modification done by a previous owner.
Does the opening drop all the way to the lower compartment?

this looks like a 1970's Fleetwood Prowler feature....everyone I have seen, have nothing in or on it
 
You could stuff plastic bags in it. Or trash bag dispenser (that’s what I’d use it for)
